YouTube Monetization Policies are a collection of policies designed to allow you to monetize YouTube. YouTube partners must comply with this monetization policy under an agreement that includes the YouTube Partner Program Policy to monetize YouTube.

In the last 12 months, public videos have an effective watch time of more than 4,000 hours.
The number of subscribers exceeds 1,000.

Checklist for applying for the YouTube Partner Program
Anyone can apply to participate in the YPP if they meet the criteria, but they must comply with YouTube guidelines. To help you follow the application process, we're here for you:
Your channel must comply with YouTube policies and guidelines. When you apply to participate, follow the standard review process to review your channel for compliance with YouTube policies and guidelines. Channels that meet YouTube policies and guidelines may be approved to participate in the program. YouTube continuously ensures that channels participating in the program comply with YouTube policies and guidelines.
You'll need to turn on two-step verification for your Google Account. This way, you can use both your password and other devices to protect your account. You must have at least 1,000 subscribers and at least 4,000 hours of active watch time for public videos in the last 12 months. You'll need information about your channel to evaluate your eligibility to participate in the YouTube Partner Program. That your channel meets this criterion generally means that more content is published. These criteria help YouTube make informed decisions about your channel's compliance with its policies and guidelines. If you meet this criterion, you can apply to participate in YPP.
You must sign the YPP Terms and Conditions. If you meet the subscriber and public video watch time criteria, you can request that notifications be sent. If your channel meets the criteria, follow these instructions:
Sign in to YouTube.

On the left menu, click Monetization.
If you don't meet the criteria yet, click Get notified when you're eligible to receive emails. If you achieve a baseline of more than 1,000 subscribers and more than 4,000 hours of watch time in the last 12 months, you'll receive an email. Once you've signed the terms, you'll see a green "Done" on the "Review partner program terms" card.
You must have one AdSense account. When you apply to participate in the Partner Program, you'll need to link your AdSense account to receive the proceeds.
On the "Sign up for Google AdSense" card, click Start.
If you have an AdSense account, use one that's already approved. You can connect as many channels as you want to an AdSense account.
If you don't have an AdSense account, you can create one by following the on-screen instructions.
Once you've connected to AdSense, you'll see "Done" in green on the "Sign up for Google AdSense" card.
Receive a review. Once you've signed the YouTube Partner Program terms and connected your AdSense account, your channel will automatically be moved to the review queue. The YouTube automated system and professional reviewers will then review your channel's content and ensure that it complies with all guidelines in your account.
